本项目最早能追溯到2009年，当时还是凯瑟琳·毕格罗准备在《拆弹部队》之后拍摄的电影。2017年4月，据悉由于很不满意J·C·尚多尔改写过的剧本，汤姆·哈迪和查宁·塔图姆双双退出，当时距本片原定的开拍时间仅有四周。就在不到一个月后的5月初，外媒首次报道了Netflix有意接手该项目，并想邀请本·阿弗莱克与卡西·阿弗莱克兄弟补缺，与马赫沙拉·阿里共同主演。
