沭阳县马厂镇有一群铁匠手工制造步枪，新四军派出抗大毕业的江红缨去组织铁工会，为新四军造枪。马厂的地理位置很特殊，离最近的日军据点只有六公里，而且国军、土匪、恶霸各种势力错综复杂，为了保卫铁工会，江红缨还组织了一支武装力量——铁卫队，一边组织生产，一边和敌对势力斗争。马厂的铁匠们在铁工会的领导下，采用手工方式分散生产，没有固定的厂房、设备和工人，却生产出质量不次于三八大盖的“马厂造”七九式步枪，被日军引为心头大患，沭阳县守备司令山口用各种手段进行反复破坏、扫荡，一度占领了马厂，而江红缨、崔铁飞领着铁卫队跟鬼子打游击，经过多次战斗，付出了重大的牺牲，终于将日军赶出了马厂。截止到抗战胜利，“马厂造”七九步枪生产了七千多枝，在各个根据地的兵工厂中名列第二，为抗战做出了重大的贡献。
